It refers to a sligtht degree of the quality and here are some examples.:

slightly better.
kind of crazy.
a little annoying.
sort of blonde hair
a bit spicy
somewhat odd

We can add “at all” which can be used as an attenuator in yes/no interrogative, negative and conditional clauses.

Example:
